Broadband TV News: Ofcom consults on changes to PSB independent productions

Ofcom has announced a consultation on proposed changes to the guidance for Public Service Broadcasters (PSBs) when drawing up their Codes of Practice on the commissioning of independent productions.

It’s a part of the regulator’s work to implement new laws under the Media Act 2024.

The consultation covers the BBC, Channel 3 licensees ITV and STV, Channel 4, Channel 5 and S4C.

Included are proposals to allow PSBs to use their on-demand players to meet independent production quotas. It also introduces a new transparency measure to ensure that PSBs provide information to independent producers about the application of their Codes.

The PSBs must have a Code of Practice which they must follow when commissioning independent productions, and which is in line with guidance issued by Ofcom.

The consultation is open until 10 March 2025 with final guidance expected in summer 2025.
